React useVirtualizer hook not trigger onChange callback when adding first element or removing last element

Hey guys, Great library!

I'm not sure if this is a feature but when using the React useVirtualizer hook we aren't seeing a callback to onChange upon the first item being added to the virtualizer. Once a single item is present and you add more you then start getting callbacks.

Same for when removing items from the virtualizer. When you get to the last item being removed then is no callback to onChange. You get callbacks upon removing up until this point.
