Add inpage anchor named links to projects/actions page?

So, I am thinking it would be handy if you had a short navbar at top of the indivdual Project pages with links to sections/entry blocks(next actions, defered actions, completed actions, notes, status), and a back to top link at the end of each section, to make data entry & review quicker. On long task list you have to do some scrolling.
