Add built-in support for timed text annotation like Cite extension

It might be awesome to have support for timed text annotation with click and jump to time support in the player. There might be 3 options: timed heading, timed text and in Cite-text-style (like [citation-needed]).

Those things do sound awesome, but I have no idea how to implement any of them. Can you give some hints (or, better yet, some patches) to get started?
