I am also facing the same issue, I download the pre-trained model and try to untar it:
tar -xf resnet50_yfcc_coco17.pth.tar
tar: This does not look like a tar archive
tar: Skipping to next header
tar: Exiting with failure status due to previous errors

The code directly load .pth.tar, do not untar it.
