define is not called

There is a define that is not called in language\english\common.php line 25:

define('_CO_PUBLISHER_PERMISSIONS_ITEM_DSC', 'Groups that will have permissions to see this item.');

It was originally in SmartSection, but Trabis removed it when he was converting it to Publisher.
It probably was slowing Publisher too much and that's why he didn't implement it.
