Missing License/Copyright for jam2nntp.pl script

There were a several things I was thinking of doing with the jam2nntp script (release it over the Perl FDN, fork it to the FTN Perl team at GitHub (htts://github.com/ftnpl) so I'd have a public place available for what I was going to do) but found that there is no License or Copyright listed anywhere that I can find.

Please explicitly note the License and Copyright information at least in the script itself.
