Where's the best place to look to get a sense of releases / stable commits / breaking changes? I see a lot of activity recently but it's not clear what's changed or worth noting between pulls.

We don't have anything like this at the moment. Actual Server is worth a pull right now as it fixes a lot of sync issues but none of the changes to Actual have been pushed to NPM yet so you won't see them in Actual Server
