What steps will reproduce the problem?
1. Add "ModPagespeed off" to pagespeed.conf
2. Load a page with ?ModPagespeed=on
3. Notice how mod_pagespeed is not actually turned on :(

It should be. We are probable doing checks in the wrong order or something.
