Short term, we may need to investigate what has changed about the 1.3Mb value, as it doesn't appear to be accurate anymore (see attached JF link below)

Long term, it may be desirable for the Supervisor or testbot to run some tests prior to release which include a bandwidth approximation in 1) normal mode and 2) low bandwidth mode with the recommended settings in the above example.
