Community settings link enabled, throws error #116

Although the "Community Settings" entry is disabled in the "Preferences" drop-down menu, the link is active on the settings page. Upon clicking on it, one gets an ugly "Permission Denied" error.

Either the link should be disabled, or the error made clearer.
