If you try to stop a running or failed docker infrastructure it does not get removed from clocker, expunging/unmanaging then causes failures on rebind.

For the failure case for example if you try to deploy an infrastructure with the same location name as an existing cloud then the app does not get deleted even though no machineLocations were provisioned.
