Camping Server isn't Properly Tested.

After distributing Camping 3.1 I received a bug report that Running the camping command fails. The particular errors are first that the Gemspec doesn't have all the new runtime dependencies added. Also we renamed Reloader to Loader, but it's still referenced as Reloader in the server.rb file. Our tests don't cover actually running the camping command. So that should be our next effort:

• Implement tests to cover actual use cases of the Camping command, and the server.rb file.
