"resubmit" query paramater

/runtest.php?resubmit=testId
When hitting this ^ runtest endpoint with resubmit parameter in Postman it returns "Invalid URL, please try submitting your test request again."

An issue is filed by our API user catchpoint/WebPageTest.api-nodejs#156. He was using the restartTest method from node wrapper which uses this same endpoint. Well it should rerun the test using the test id but that is not working right now
