Future mandatory option for linking main_hub and alt_hub

Hello,

I want to suggest you a new option such as like: main_hub and alt_hub. The point is when we have main_hub ircd goes first touch it this server which is marked with flag main_hub if fails goes to alt_hub.

In the moment we have only the flag autoconn. Well if we have more than one server with that flag or server bounces.

We need that option for the reason we want to keep closest server as possible close to us.

I was thinking along the idea of "link_cost" to have the IRCd prefer links with lower cost within their class
