Describe the Enhancement:

In order to address EPIC: #5068 Fix skipping of controls to actually do what it says, the pull request PR#5327 has been merged into Inspec. It adds the --filter-waived-controls to help honour the waived controls.

As a chef-client user, I would like to have an homologous option available in the chef client compliance phase.

Describe the Need:

Any user running chef-client compliance phase who wants to use waivers.

Current Alternative

The only alternative is to run inspec via CLI using the aforementioned option.
