Description

We'd like to make changes to our deployment system to allow Charlotte to use custom resources (#7378), but in order to test this out, we should create a similar resource set up in our AWS account. It doesn't have to be exact, but something similar to ensure we're building in the right direction

Here are notes about the environment and here is a diagram:
