Effect of Modifications to HCAL trigger LUTs in CMSSW_10_0_3

L1T and New HCAL TP generation in CMSSW_10_0_3

New HCAL trigger LUTs for TP Generations (cms-sw#22263) have been merged in CMSSW_10_0_3.

Details are available in C.West presentation at L1 TP meeting.

If one wants to evaluate the effect of the HCAL TP changes on the latest L1T emulator, I would
suggest we produce L1T rate and distributions plots using recipe provided in our L1T twiki with two releases and compare the results.

Same L1T integration tag (l1t-integration-v97.17-v2) can be used with either of the two 10_0 releases.
