@rappoccio @antoniovilela, this is backport of various PRs (related to PGO build rules and env cleanup) which were merged in 13.3.X. I would like to merge it for 13.2.X so that PGO/SKYLAKE builds can make use of new build rules

This pull request is fully signed and it will be integrated in one of the next IB/CMSSW_13_2_X/master IBs (tests are also fine). This pull request will now be reviewed by the release team before it's merged. @rappoccio, @antoniovilela, @sextonkennedy (and backports should be raised in the release meeting by the corresponding L2)
