Implement packer/unpacker for RPC-CPPF

As discussed during the reco meeting on Aug 23, the RPCCPPF packer is not available yet, and the RPCDigiMerger for MC cannot be at the moment be configured the same way as for data. The temporary solution proposed in PR #27672 was signed by reco and should be accepted now in CMSSW,

In the meanwhile, RPC people commited in preparing a more stable and correct solution by implementing a packer/unpacker code for CPPF within the next few months, and in any case in time for the major Run3 MC productions. The special RPCDigiMerger for MC will be reverted by then, and the same RPCDigiMerger module config will be used for both data and MC.

A working and validated CPPF packer/unpacker is expected before the end of 2019: this issue will keep track of progresses for it.

A working and validated CPPF packer/unpacker is expected before the end of 2019: this issue will keep track of progresses for it.

A code structure was developed, see it at https://github.com/dilsonjd/cmssw/tree/cppfpacker.

The CPPFPacker already pack the RPCDigi, received as input. It is needed to add CPPFDigi, produced as output.

An old issue regarding the RPCAMCRawToDigi came up again and it need to be understand to continue the development.

Dear Slava, I was personally affected by the COVID19 pandemic in my family, this kept me out of work for long periods. Because of this reason, the development of this work has also been affected and progress is very slow, since the last input.
