Putting das_client call into Python script wrapper. There should be no change in monitored quantities.

#15549 is the 81X version of this PR, and it has already been merged.

The code changes are satisfactory, and Jenkins tests against baseline CMSSW_7_1_X_2016-08-23-2300 show no significant differences, as expected.
