Switch AK5 to AK4 and IC5 to IC4 in all HLT configs

HLT configurations for the switch of the jet sizes from AK5 to AK4 (also IC5 to IC4).
It can live standalone, and therefore the corresponding configuration changes now in #2171 can be removed from that PR.
As it touches only HLT configs (and none of the "frozen" menus used for RelVals) we would like to request it also for 70X
