ignore MemoryCheck in LogError skims

backport of #23153

LogError skim is currently flooded by the MemoryCheck and less significantly by HLTObjectsMonitor LogWarning categories.
This PR should skip both during LogError RAW-RECO skimming and skip MemoryCheck for the LogErrorMonitor skim .
