CastorDigiToRaw was previously a legacy module which is run during DIGI workflows.

Make all member functions static
c177e99 
Since the class has no state, this is made explicit by converting
all methods to static.
Also did some C++ modernization.

A new Pull Request was created by @Dr15Jones (Chris Jones) for master.

  • It makes CastorDigiToRaw a global module (not a legacy one any more) and the methods of the ancillary classes either static or enclosed in an unnamed namespace
  • Jenkins tests pass, with no changes in the produced objects as expected

This pull request is fully signed and it will be integrated in one of the next master IBs (tests are also fine). This pull request will now be reviewed by the release team before it's merged. @davidlange6, @slava77, @smuzaffar, @fabiocos (and backports should be raised in the release meeting by the corresponding L2)
