Use LFN for EDM files of HLT-Validation and HLT-addon tests [12_5_X]

PR description:

From the description of #40147:

#40013 led to the decision to use LFNs for the EDM files used for the HLT-Validationa and HLT-addon tests, allowing for the access to these files via the cms-bot cache.

This PR implements this for the master branch, and it will be backported down to 12_4_X, so that this choice is consistently applied across all (active) release cycles.

Checked that the EDM files are available (in the cms-bot cache, or at a T2/T3 site).
