Adding AK4PF JEC to Run2 MC and data GTs.

New set of GTs with the following additions:

• Run2 design GT:
  • adding AK4PF and AK4PFchs JEC
• Run2 MC GTs (both 50 and 25 ns):
  • adding AK4PF and AK4PFchs JEC
• Run1 data GT:
  • adding AK4PF and AK4PFchs JEC
• Run2 data GT:
  • adding AK4PF and AK4PFchs JEC

Adding AK4PF JEC to Run2 MC and data GTs.

@ktf The short matrix did not run any of the failing wf in runTheMatrix. I have observed failures in wf 4.71, 25400.0 and 25401.0.

still issues on gcc490 with many workflows - but do not believe it has anything to do with this PR - so merging now to at least remove the ak4 errors
