This pull request is fully signed and it will be integrated in one of the next CMSSW_5_3_X IBs unless changes (tests are also fine). @smuzaffar can you please take care of it?

@smuzaffar Can you please merge this PR? It was somehow left behind and did not make it into 5_3_21. However, it does not require its own patch release. It can simply wait for the next 5_3_X release.

@ferencek : It (or rather: I) also missed CMSSW_5_2_22, so I added it now explicitly to the ORP TWiki.
