Ecaldqm online bugfix

[yiiyama]

A bug was found in DQM/EcalMonitorClient/src/DQWorkerClient.cc . This PR is to fix the bug, and also to have the 71X branch in synch with the updates in 73X regarding migrations to DQMEDHarvester.

-1 There is a bug found in the parallel PR #5776. I will push the fixes ASAP.
