Backport of #6718:

  • hltd can create CMSSW_STOP file to signal input source to stop processing a run after lumisection number written in that file
  • added handlers for "actions" ran on exceptions in the framework to the FastMonitoringService. results in suppressing output when EoL runs for the incomplete lumisection.
  • error conditions are propagated from file finder thread in the input source to the main thread and exception is thrown there (no longer using _exit call)
  • fix for the TCDS orbit number reading: 31 bits are used (from low and high value in the record) instead of only 16 (low value)

This pull request is fully signed and it will be integrated in one of the next CMSSW_7_2_X IBs unless changes (tests are also fine). This pull request requires discussion in the ORP meeting before it's merged. @davidlange6, @nclopezo, @ktf, @smuzaffar
