Add consumes interface to RecoLocalMuon/CSCEfficiency. Minor updates for input tags in its two associated config files (neither tested as up-to-date.)

Hi,

I ran the usual tests on top of CMSSW_7_0_X_2013-09-11-0200, all tests passed:
