If another mercurial host can be used for tests, that is an option, otherwise we can disable the tests and lower the required coverage to 0% (.ci/generate_coverage_thresholds.py), or....

As part of this, we could also build an adhoc script to find dependencies which are hosted on bitbucket mecurial, so we can create upstream issues so that the maintainers have lots of time to prepare.

We may be able to switch the tests to https://sourcehut.org/blog/2019-08-21-sourcehut-welcomes-bitbucket-refugees/

Or GitLab hg might be available by then https://gitlab.com/gitlab-org/gitlab-ce/issues/31600
