PARENT TRACKER ISSUE: #160

Context
In preparation for the /api/v1/hangouts endpoint, we'll want a fixtures file for hangouts.json

Acceptance criteria
[ ] Create a hangouts.json fixtures file
[ ] Include 10 blocks of sample data inside it
