Context

When someone typed #TIL (with nothing else after it) in a thread, we saw:

Acceptance Criteria

When someone type "#TIL" in a Slack message and nothing after it, the Slack API Tester should ignore it.

The fix should probably live in here: https://github.com/codebuddies/codebuddies/blob/20893c0c192a671ec3c0494d748bd811e0c5eaa6/server/slack/webhooks.js
