Use Docker to containerize Postgres DB

Setting up a database for local use with proper user and roles was inconvenient. If this project is to scale up to more contributors, it would be beneficial to others if there are Docker services dedicated to running and setting up a local Postgres database, while the rest (npm, node) can be ran locally.
