Add Force Check-In Tools

1. Create a Dashboard Page in Basics that is "Permissions and Access" named "Edit Mode Reset". On this page you get a similar experience to "User Password Reset", but instead an administrator can force everyone to logout and checked in all edits as a new unapproved version.

2. On the blue overlay that is "User XXX is currently editing this page." Check to see if the currently logged in version can approve page edits, and if they can, display a button that is "Force Page Check-In.". This will force the page out of edit mode. There are times where someone has accidentally left a page in edit mode, and is truly no longer logged in, and it's not resetting until someone logs back in as that person and checks in their edit

Will this fix the stuck 'version waiting approval' bug that can happen if an edit/save breaks for another reason?
