As a front end user I want to define new experiment, so that define targets before implementation

Description

As a front end user I want to define new experiment with baselines, assumptions and such, which are possibly not present in the backend. This way I can define new targets for my product, for which the glue code later can be added to the backend.

Acceptance Criteria

The backend must support experiments that have incomplete definitions.
When experiments are retrieved from the backend it must be clear if an experiment is complete, or incomplete.
