Allow for suggested edits on individual annotations

Everybody should be able to propose changes to individual annotations made by others. This could affect:

• Start time of annotation
• End time of annotation
• Category of annotation
• Severity of annotation
• Channel of annotation

These suggested changes would then have to be voted on and they would automatically take effect as soon as they have reached a certain threshold of (net) positive votes.
