Remove unnecessary index removal on index creation #8639

After one of the refactoring we started to remove index immediately after index creation instead of only on index creation failure.

After one of the refactoring we started to remove index immediately after index creation instead of only on index creation failure.
That doesn't seem to be necessary and creates confusing debugging information in log files.
