Allow to filter client and "just" data nodes from controlling elected master (default client to true) #2014

Allow to set discovery.zen.master_election.filter_client (defaults to true) which will not use client nodes (or non data and non master nodes) current master as part of the master election. And, allow to set discovery.zen.master_election.filter_data (defaults to false) to filter out just data nodes (data node that is non master).
