Let the user manage extra-libraries and extra-lib-dirs options for GHC

As it is a feature very rarely used (see http://www.google.com/codesearch?hl=en&lr=&q=%22extra-libraries%3A%22+lang%3Ahaskell&sbtn=Search), I will give this issue a low priority
