why in mode NO_RISK_PROCESSING, risk engine should work

Hi, thanks for this amazing trade engine
I have a question
why when I run exchange core with this configuration:
OrdersProcessingConfiguration.RiskProcessingMode.NO_RISK_PROCESSING
(turn off risk engine), uid should exist in userProfileService?
Why step riskengine.preprocess and riskengine.riskrelease should be executed at all?
I expect in this mode risk engine instance number can be zero.
