TimeTracker does not work well with ZMQ plugin

Problem description

TimeTracker does not work well with ZMQ plugin. The time slider does not work when paused and TimeTrack does not appear. This should be an old problem. I see it on my old computer with ubuntu 20.04 and new laptop with 22.04.

Steps to reproduce (important)

Ubuntu 22.04/20.04
ZMQ plugin
plojuggler 3.7.1 compiled from released source

1. broadcast data from either cpp or python with zeromq and socket bound to the default address and port 9872
2. use plotjuggler to receive data
3. repeat and see if the TimeTracker appears
