Detect whether adaptive video should be used

If adaptive video isn't configured by the user, be able to turn it off if we detect that frame rates get inconsistent whenever the scale changes (e.g. lower-end machines with integrated graphics where love.graphics.newCanvas is an expensive operation). Maybe run a timing test at startup.
