Now that the schemas have isolated the problem of schemas development, I think we can remove protoc as a requirement in the development documentation. It's in development.rst. We already provide this documentation in the schemas here.

This issue can be closed when mentions of the protobuf binary are removed from the server code. I believe we can also remove the binary from travis since schemas isolates its use.
