Setup from dict/file feature

I am trying to setup my logging subsystem in a general way, say, from YAML config. There's no references in the docs about how to do it. NestedSetup requires python instructions and does not accept at least dict config.
Is that possible? Or it's not an option at all?

Currently Logbook doesn't have such a facility, but this sounds like a useful feature to have, of course! We're open to PRs and improvements, especially if they contain relevant documentation, examples and tests.
