Modify <enabled>1</enabled> to <enabled>0</enabled>, save file and restart GoldenDict.

There should be a tooltip at the bottom of GoldenDict's window about indexing for full-text search. If it's there, the indexing is in progress and occupies the CPU. Either disable the indexing as @nonwill suggested if you don't intend to use the full-text search, or wait for the indexing of your dictionaries to finish.
