Global ignore settings for each project

The Problem

You know back in the good ol 1.12.2 days Forge rules it all, so a lot of modders dont actually tag their projects as Forge mods, and it leads to:

So if we can set this 1.12.2 Forge project as globally ignoring modloader, sure this problem can come to an end.
