Open the AOM to the user scripts tab
Sort by execution order
Click "extensions"
Click "user scripts"
At this point, the execution order sort button has the direction indicator on it, but the scripts are sorted by status, not execution order. Clicking the "status" sort has no visible effect besides putting the order indicator on that button. Clicking "execution order" sort changes the order of the displayed items. The display should be in the order that the indicators claim it to be.

Perhaps I didn't word it correctly in #1393. Moving a script to execute first didn't save this position. I didn't examine the config.xml because it was quite late in the evening.
