  1. Add a preference, default false.
  2. Only when said preference is true, sniff grants when not present.
  3. If grants are not sniffed, and none are explicitly listed, assume @grant none.

No UI will be added for this preference, it can only be accessed via about:config. It is present only as a last resort, short term migration path.
