What is your problem?

It worked with actions/upload-artifact@v3.

How to reproduce it

$ cd packages/windows
$ GITHUB_ACCESS_TOKEN=${YOUR_ACCESS_TOKEN} ruby download_github_actions_artifact.rb main tmp x64-vs2019-with-vcruntime

Note that access token just needs public_repo
