Upgrade SOPS to v3.8.1
Upgrade sops dependency everywhere from old url to new. As described in getsops/sops#1246 New version is required for Terragrunt to work with Google Workload Identity when calling sops_decrypt_file().

-       "go.mozilla.org/sops/v3/decrypt"
+       "github.com/getsops/sops/v3/decrypt"

Latest sops upgraded it's google dependencies and so terragrunt should do so, otherwise it fails to work with Workload Identity enabled authentication.
